HDMon has just proposed a bold new vision: a 291.5-hectare Eco-Urban Township & Golf Course along the scenic Đáy River in Thanh Oai District, with a total investment of 10,000 billion VND (~USD 400 million).
The Hanoi Party Committee has announced the conclusions of the Secretary of the Party Committee during a working session with the Thanh Oai District Party Committee, which include: approving Thanh Oai District People’s Committee to develop a master plan and study the construction of a golf course of approximately 200 hectares along the Day River.
There are approximately 10 golf courses near and around Hanoi City. Last year, Hanoi was recognized as the World’s Best Golf City Destination for 2024.

The project is expected to cover 291.5 hectares in the area of Kim Bai Town, Kim An Commune, and Kim Thu Commune, Thanh Oai District, Hanoi, with a total investment of VND 10,000 billion (approx. USD 400 million). The implementation period is scheduled from 2025 to 2030.
In March 2021, HDMon stated that the Hanoi Party Committee issued a conclusion from the Secretary’s meeting with the Thanh Oai District Party Committee, allowing the Thanh Oai District People’s Committee to plan and study the development of a golf course of approximately 200 hectares along the Đáy River floodplain.
By September 2021, Hai Dang Construction Investment Joint Stock Company (now HDMon Group) submitted a proposal to the Hanoi Party Committee, Hanoi People’s Committee, and Thanh Oai District People’s Committee to study the investment in a golf course integrated with an eco-urban township in the area. The proposal received guidance from the Hanoi Department of Planning and Architecture in a document dated November 25, 2021.
On August 2, 2022, HDMon Group further submitted a proposal to Hanoi People’s Committee and related departments regarding planning sponsorship and investment in several new urban area projects in Thanh Oai District. The proposal was reviewed and guided by the Hanoi Department of Planning and Investment. However, HDMon mentioned that due to several legal constraints, the project could not proceed at that time.
Now, with the completion and Prime Minister’s approval of the Capital’s Master Plan toward 2045, with a vision to 2065, HDMon Group is formally proposing to conduct research and submit documentation for investment approval for the Đáy River Eco-Urban Township & Golf Course Project in Thanh Oai. The group has recommended that the Hanoi People’s Committee and relevant departments consider including this project in the 2025 land acquisition plan, the urban development program, the housing development plan, and the district-level land use planning. They also propose the preparation and approval of a 1/2000 scale zoning plan.
The Đáy River runs for approximately 17 km through Thanh Oai District, with 9 communes located along its floodplain, covering a total area of 721 hectares. According to the district’s socio-economic development orientation for 2021–2025, Thanh Oai aims to transform this riverfront area into an eco-tourism destination, including a waterway tourism route along the Đáy River.
Additionally, in early April 2025, Vingroup submitted a proposal to the Hanoi People’s Committee to develop a new urban area project in Kim Bài Town and the communes of Thanh Văn, Cao Viên, Kim An, Tam Hưng, and Thanh Cao. The proposed project covers approximately 1,470 hectares, with a total investment of around VND 75,000 billion (~USD 3 billion).
