Hue City People’s Council passes major golf-resort planning with emphasis on environmental protection and community livelihoods

Hue City has officially approved planning for the La Van Resort and Golf Course in Nam Dong commune, marking a significant milestone in the ancient capital’s tourism development strategy. The decision, passed during the 29th Special Session of the Hue City People’s Council with overwhelming support, signals Hue’s commitment to balancing economic growth with environmental responsibility and community welfare.
The approved La Van resort and golf course encompasses approximately 180 hectares with capacity to serve about 3,000 guests and staff daily.
Land Allocation:
The project aims to concretize Thua Thien Hue Provincial Planning 2021-2030 (vision to 2050) and Hue City Master Plan to 2045 (vision to 2065), positioning the development as a key driver for southwestern Hue tourism growth.
Located in Nam Dong commune, the project will create jobs for mountainous area residents, expand Hue’s development space, and reduce pressure on the urban center. The high-end resort and golf course complex is expected to connect with the Hue – Da Nang – Nam Dong tourism chain, attracting affluent travelers to Vietnam’s cultural heartland.
Expected Benefits:
However, success depends heavily on investor capacity, effective tourism connectivity, and achieving projected operational capacity.
Critical Focus: Community Livelihoods
The Hue City People’s Council emphasized comprehensive planning for land acquisition, compensation, and sustainable livelihoods for affected residents. The entire 180-hectare project area currently consists of perennial crop land, production forest land, and agricultural land directly supporting local families.
Community Concerns Addressed:
Chairman Le Truong Luu stressed that project effectiveness will be measured not only by investment scale but by public consensus and quality of life improvements for affected communities. The People’s Council will actively supervise implementation to ensure community welfare protections.

Environmental Protection: Non-Negotiable Priority
Environmental safeguards, particularly water resource protection, received intense scrutiny given the golf course’s proximity to the Ta Trach River, an important tributary of the Huong River system.
Environmental Challenges:
Mandated Solutions:
Ongoing People’s Council supervision of environmental compliance
Comprehensive wastewater collection and treatment systems
Irrigation water and rainwater runoff treatment before environmental discharge
Standards exceeding typical requirements due to sensitive river location
Chairman Le Truong Luu affirmed the People’s Council will strengthen environmental monitoring following resolution approval, ensuring protection of Hue’s iconic river systems.
The La Van planning approval, passed with very high consensus, demonstrates Hue’s commitment to responsible tourism development. The project must harmoniously balance economic growth, community rights, and environmental protection—serving as a benchmark for Hue City’s urban and tourism management quality.
Success requires investor capacity, effective community programs, rigorous environmental compliance, and active government supervision ensuring the golf-resort complex delivers promised benefits while protecting Hue’s natural and cultural heritage.
