What is golf development in Quang Ninh Vietnam in 2025

The Quang Ninh People’s Committee recently approved a 1/2,000-scale subdivision plan for Subdivision 4, located in Ha Long City across the wards of Ha Lam, Ha Trung, Ha Tu, Ha Phong, and Ha Khanh. This area will transition from coal mining to a service-oriented urban zone, covering a total area of nearly 4,200 hectares. The current population of around 6,000 is expected to reach 16,000 by 2040. Subdivision 4 will consist of three main spaces: residential areas; coal production, processing, and extraction zones; and environmentally restored landscapes with mangrove conservation zones.

Based on urban structure and the development potential of each section, the subdivision is divided into four subzones with specific orientations:

  • Subzone IV-AΒ (bordering Provincial Route 336) spans over 748 hectares and will involve reclamation of open-pit mining areas and waste dumps, creating green spaces, sports centers, and mixed-use areas that include social housing, low-income housing, and housing for coal industry workers.
  • Subzone IV-DΒ (in the eastern hilly region), covering over 2,000 hectares with an estimated population of 1,500, is designated as a service-oriented urban area, featuring a golf course, forest parks, high-tech agricultural zones, and coal industry facilities. The maximum building height allowed here is seven floors, with an average building density of 10%.

Remaining open-pit mines will continue operation until their permits expire, after which they will be rehabilitated and restored environmentally, with plans to close all mines before 2030. Former mining areas and waste dumps will be reforested with large trees to create a scenic landscape for the area.
