Sovico Group has officially requested the People’s Committee of Lang Son Province to extend the deadline for completing several legal and administrative procedures for the Hoang Dong Hotel & Golf Course Project until the end of November 2026, as the project continues to face delays in several key approval processes.

Site Clearance Reaches More Than 99%

According to a report presented during a working session between Lang Son provincial authorities and the investor, the project has made significant progress in site clearance.

As of mid-July 2026, more than 195 hectares out of nearly 197 hectares within the project area had been cleared, representing over 99% of the required land acquisition. In addition, authorities have completed land lease procedures for more than 112 hectares, accounting for approximately 58% of the project’s total area.

VND 400 Billion Disbursed, While Key Legal Procedures Remain Pending

Sovico stated that it has fulfilled its investment deposit obligations and allocated funding for land compensation, site clearance, and the initial stages of project development. To date, the company has disbursed approximately VND 400 billion for the project.

Despite this progress, several critical procedures must still be completed before construction can move forward on a larger scale. These include adjustments to the 1:500 detailed master plan, preparation of the Environmental Impact Assessment (EIA), completion of the feasibility study, and the continued implementation of the resettlement area, where construction is currently on hold.

In addition, community consultations, water supply planning, and wastewater treatment proposals have yet to be finalized, delaying the completion of the project’s regulatory documentation.

Sovico Seeks Extension Until the End of November 2026

In light of these outstanding issues, Sovico has requested that the Lang Son Provincial People’s Committee extend the deadline for completing the project’s legal procedures until the end of November 2026. The investor also called on provincial departments and local authorities to continue supporting the project by coordinating the remaining approval processes, allowing the project to meet all regulatory requirements as soon as possible.

During the meeting, Mr. Dinh Huu Hoc, Standing Vice Chairman of the Lang Son Provincial People’s Committee, instructed relevant departments to review the Environmental Impact Assessment and feasibility study, with findings to be reported by 30 July 2026.

The investor has also been required to submit the revised planning documents, environmental report, and feasibility study for appraisal before 30 October 2026, while construction of the resettlement area is expected to commence in the first half of November 2026.

Overview of the Hoang Dong Hotel & Golf Course Project

The Hoang Dong Hotel & Golf Course Project was originally licensed in 2004 with a total investment of more than USD 61 million. In 2021, the project’s investment capital was adjusted to approximately VND 1.1 trillion, and Sovico Group became the new investor responsible for its redevelopment.

According to the approved master plan, the project will include an 18-hole golf course, a five-star hotel, entertainment facilities, commercial housing, and a resettlement area. However, with several legal procedures still pending, the investor is seeking additional time to complete the required documentation before advancing to the next stage of development.
